OK: Vanguard Stimulation to Build Plant; Invest $65M

Shawnee is getting a new major industry.

Carroll Newman, chief operating officer of the newly formed Oklahoma-based Vanguard Stimulation Services, LLC, announced the gas and oil field services company will build a new plant in Shawnee's Wolverine Industrial Park, representing an investment totaling more than $65 million.

"It's the biggest announcement the area has had for 30 years," said Pat McCormick, president and CEO of the Shawnee Economic Development Foundation. "The company will provide a large economic impact for the area."

The company will provide Shawnee with good-paying jobs, McCormick said. Vanguard will require skilled workers with types of jobs that are beneficial to the area.

A groundbreaking has been set for 3 p.m. Monday, Dec. 17.

Gov. Brad Henry has confirmed he will participate in the groundbreaking, and Natalie Shirley, Oklahoma Department of Commerce Secretary, also plans to attend.

Vanguard anticipates 40 employees by June with another 30 by the end of 2008. It is anticipated to employ 350 workers by the fifth year. First-year payroll is projected at $5 million, Newman said.

Anticipated capitalization of Vanguard consists of $45 million in equity and $20 million in equipment financing, totaling $65 million. The first year will include the purchase of equipment, hiring and training of two field crews and the construction of the facilities. It also will include building of two rail spurs.

Shawnee economic development and city officials have been looking and working for an opportunity at economic growth. After more than four months of negotiating and paperwork, their dream is realized.
