John F. Sisson, a principal and Fluor associate with Fluor Global Location Strategies has performed site selection, incentive negotiations and economic development projects for over 23 years. John lead site selection assignments with total investment value of $9 billion and negotiated over $1 billion in client incentives for projects in North and Central America, Europe and Africa. He also managed certified site programs for New York, Oregon, Oklahoma, and The Commonwealth of Pennsylvania and assisted several states with understanding and positioning of their incentive and tax programs versus competing states.
